This piece looks at the alternative to spending $ billions on reducing CO2 emissions. It is making  our cities more resilient to extreme weather. It is a very important consideration and most people who were asked this question would (with a little forethought) select the one that offered real protection, as opposed to something that offered pie in the sky.
