EU Nations Set To Wipe Out Forests To Cheat On CO2 Emissions

It looks like greenwash.  European nations publicly keen to boost their climate credentials by switching to “green” biomass are accused of working behind the scenes to expunge their carbon emissions from burning wood in power stations from national emissions statistics.

“If we don’t measure emissions when trees are cut, we won’t measure them at all,” says Hannah Mowat of FERN, a European NGO working to save the continent’s forests, who has followed the EU negotiations on the issue.

Under international climate treaties such as the Paris Agreement, burning biomass like wood is defined as carbon-neutral, even though it emits as least as much carbon as fossil fuels. The assumption is that new trees will be grown to take up the carbon emitted from the burning.

If countries reduce their forest cover – as a result of harvesting trees for biomass burning or anything else – the carbon loss should show up in national statistics under a complex accounting process known as LULUCF, for Land Use, Land Use Change and Forestry.

But measuring carbon stocks on the land and in forests is an inexact science, and critics say the LULUCF rules are wide open to accounting errors.

On 19 June, European environment ministers will set their own rules for LULUCF carbon accounting. How they do this will play an important role in Europe meeting its emissions targets under the Paris Agreement.

But Mowat says that countries with plans to replace coal and nuclear fuel burning with wood are lobbying for rules that will obscure likely resulting emissions.

“France, Austria, Sweden and Finland are fighting tooth and nail to weaken the EU’s rules,” Mowat told New Scientist. “This is because they all plan to significantly increase the amount of trees they cut in the next decade: Finland will increase harvesting by 25 per cent and France by 20 per cent, and they don’t want to count the emissions.”

Government data show that France plans to increase timber harvesting by 12 million cubic metres by 2026.  Finland plans a 15 million cubic metre increase, almost entirely for burning more wood in power stations.

Fewer trees will mean less carbon being soaked up from the atmosphere, too.

Mowat estimates that the reduction in the EU’s total forest carbon sink between now and 2030 is equivalent to the emissions of 100 million cars.

Polar snow and ice cover rarely cooperates, no matter what side of the warming issue you may be on. It changes so fast.

When ice cover climbs, skeptics like to claim that it shows global warming isn’t what it is often hyped up to be. And when ice cover drops to satellite era record lows, the alarmists start screaming and hollering, forgetting that low ice levels were not uncommon in the past 100 years. They freaked out just some months ago when the yearly autumn Arctic sea ice recovery faltered and fell to “record” lows. Immediately they began predicting near ice-free conditions for the coming summer.

Just as the weather does, polar ice and snow cover also acts unpredictably, and now just a few months later Northern Hemisphere snow and ice cover is back within the normal range.

Winter snow and ice cover trend for the Northern Hemisphere has in fact been trending upwards since statistics started.

And when one applies the 30-year weather mean used to define climate, the winter trend since 1987 is strongly upwards. So is the autumn trend. This 2017 winter was well above average, ranking in the top 10.

As meteorologist Joe Bastardi, said, it’s going to take a fair amount of warmth to make the added ice go away again. The following chart shows the changes since Sept. 1, 2016.

The vast majority area of Greenland has seen snow and ice gain over the past 9 months. Moreover, Arctic temperatures for now are below normal:

The big development in recent Arctic news is the “recovery” of Arctic sea ice extent, which now is back in the normal range. Quoting in part Mark Twain, reports of its death “have been greatly exaggerated”. Just months ago, alarmists were claiming an irreversible death spiral.

Depending on Arctic weather conditions later this year, anything is possible as to what the Arctic does over the coming months. One thing is sure: It’s death has long been exaggerated.

As I pointed out about another similar claim that she made, these contract prices, guaranteed under the CfD mechanism, are at 2012 prices. This is because the system was originally set up during 2013. By sticking to the same base year of 2012, all contracts can be directly compared.

 

 

 

Because all CfD contracts are index linked, Burbo’s price has now increased to £161.71/MWh, almost four times the current wholesale price.

Burbo is rated at 258 MW, generating 904 GWh a year, assuming loading of 40%. Based on current prices, it receives a subsidy of £119.11/MWh, which equates to £108 million a year, guaranteed for 15 years. In other words, a total of £1620 million, all to be paid for on electricity bills and passed onto Burbo’s owners, DONG.

 

Burbo was one of eight contracts awarded by Ed Davey in April 2014. So desperate was he to get these projects built that he agreed extortionate prices, without even going through an auction, and in the full knowledge that costs would soon start going down if he were to wait a little longer.
