CARBON CAPTURE AND STORAGE PROJECT UNDER ACHIEVING

Flagship Gorgon CCS Collects Less CO2 in Worst Year

The Gorgon carbon dioxide capture and storage (CCS) system in Australia commenced operation in August 2019. Naturally occurring carbon dioxide (CO2) is taken from offshore gas reservoirs and injected into a giant sandstone formation two km under the ground. The project is operated by Chevron in joint venture with ExxonMobil and Shell. The Gorgon CCS project was expected to capture 80% of the CO2 emitted, or 4 million tonnes (MtCO2) a year. This report shows that it actually achieved just 1.6 MtCO2 in fiscal year 2024, which is only 30% of its target and the lowest performance since it started in 2019.  The project is costing the joint venture almost $1 billion more in 2023 than it did in FY2019-20 to offset the difference and pay for technical problems. The requirement to buy carbon offsets for under performance and problems injection into the sandstone reservoir rose from $2.5 billion in FY2019-20 to $3.2 billion in 2023. Australian Carbon Credit Units are currently priced around $40 a tonne. “The key reason behind Gorgon’s under performance is issues with the reservoir pressure, which has to stay within a certain range. Chevron has implemented measures to remove water from the reservoir and reduce the reservoir pressure.

Stop Out-the-Door Grants and Loans, DOE!

This letter of December 4, 2024, to Jigar Shah (Director, Loan Programs Office, U.S. Department of Energy) was from Cathy McMorris Rodgers: Chair, Committee on Energy and Commerce; Jeff Duncan: Chair, Subcommittee on Energy, Climate, and Grid Security; and H. Morgan Griffith: Chair, Subcommittee on Oversight and Investigations. A similar plea to Shah by solar executive David Bergeron is here.

Dear Director Shah,

We write to you concerning the Department of Energy’s (DOE) Loan Programs Office (LPO) and its push to rush out loans and loan guarantees in the closing days of the current administration.

Reportedly, the LPO is scrambling to close the $25 billion in pending loans under that program before President Biden leaves office. [1] The LPO has closed on eight loans in just over two months. [2]

This includes three direct loans and one loan guarantee announced after the election, which total more than $2.6 billion. Since the election, the LPO has been finalizing loans at an exponentially higher rate than that of the rest of the current administration’s tenure. The LPO has finalized four loans in a little over a month, compared to the other ten loans approved over nearly four years. [3] Additionally, since the election, the LPO has issued four conditional commitments totaling $19.3 billion. [4]

The last-minute drive to expedite loans exposes the federal government—and American taxpayers—to tremendous risk. [5] In its recent report on top management challenges facing the agency, the DOE Office of the Inspector General (OIG) warned of several alarming factors that will compound to produce a heightened risk of loan default. [6] The OIG flagged that as most of the
LPO’s authority will expire between 2026 to 2030, the LPO may feel pressure to “beat these deadlines” and issue loans it otherwise would not have. [7]

Additionally, assessing new markets, changing technologies, and newly created applicants will challenge its due diligence process. [8] The OIG also fears that the LPO may inadvertently fund foreign adversaries if the DOE’s new Research, Technology, and Economic Security Vetting Center fails. [9] According to the OIG, the process has already twice failed to prevent the DOE from approving applicants with prohibited foreign adversarial ties to receive funding. [10] Even prior to this post-election scramble, the OIG considered this program “one of the largest financial risks facing the Department today.” [11]

On election day, the American people rejected the Biden-Harris administration’s rush-to-green agenda. To honor the will of our electorate and facilitate an orderly transition, we insist that the Biden-Harris administration cease its campaign to quickly distribute federal funding before the incoming administration takes office. As such, we request that the LPO pause issuance
of any additional conditional commitments, loans, or loan guarantees in the final weeks of the current administration.

Thank you for your attention to this matter. If you have any questions about this request, please contact the Majority Staff of the Energy and Commerce Committee at (202) 225-3641.

Climate change tricking UK seasons-BBC

From NOT A LOT OF PEOPLE KNOW THAT

By Paul Homewood

According to the BBC:

Species in the United Kingdom are under threat as they are “tricked” by our seasons shifting with the changing climate.

On average, key events that herald the start of spring are happening nine days earlier, external than a quarter of a century ago.

https://www.bbc.co.uk/weather/articles/cly24dxeer1o

The only ones being tricked are the BBC’s licence payers!

According to HH Lamb, writing in 1982, the start of spring occurred later on average in the 1960s and 70s, thanks to global cooling, than it had done thirty years earlier.

“The mean date of onset of spring at Oxford has changed from 4th March between 1920 and 1950 to about 20th March between 1963 and 1980”

Climate, History and the Modern World- p274

In short, the climate now is pretty much back to what it was a century ago!

As seems to be the case most of the time, it is the relative absence of extremely cold weather which has pushed up average temperatures in spring.

The warmest Marches on record were in 1938 and 1957, and recent years have not seen temperatures get anywhere near those.

As for the idea that there is some sort of monolithic thing called nature with a biological clock, it is simply absurd. Nature does not do averages.

And as the above graph shows, averages mean nothing. Temperatures in March can vary by more than six degrees from one year to another, and variations of four degrees are common. Yet nature adapts with very little problem, or perhaps “ reacts” would be a better description.

It would not be a BBC article without the almost mandatory reference to extreme weather:

“Climate change will bring higher temperatures but also more extreme weather leading to confusion amongst some species.”

There is of course no evidence that weather is becoming more extreme in spring. Take rainfall for instance:

Since the dawn of civilisation mankind has celebrated the end of winter and the onset of spring. Only the BBC could turn it into some sort of calamity!
