I wrote some more code which allows me to analyze the brand new daily time of observation bias adjustments (TOBS) in the NOAA USHCN data set. It confirms my earlier theory that they have the adjustment polarity inverted, and off by a factor of 10 (among many other issues.)
According to NOAA docs, the station at Appleton City, Missouri took readings at 6PM until April 1, 1990 – and then switched over to 7AM readings. According to NOAA TOBS theory, that would cause temperatures to cool. But their adjustment goes the other direction, and is much larger than anything reasonable.
Their adjustment produces a massive cooling trend, which should cause an ice age in a year or two.
